Dr. Mahachandra Pd. Singh, the founder President of Swami Sanjanand Saraswati Vikas Seva Sansthan, Muzaffarpur, Bihar, one day realized that there should be a college in rural area of the head quarter, so that the students from the weaker section in general and girls in particular may get advantage of the college.

Above dream became true with the establishment of Dr. Jagannath Mishra Mahavidyala in Chandwara, on the bank of the river Budhi Gandak. Due to his day & night efforts, the campus has 9.68 acres of land with triple storied building for different classes and separate administrative building. There are honours teaching in the all faculties of science, arts & commerce. The college is running UGC sponsored Biotechnology and Industrial Microbiology vocational hons. program. In B.R.A.B.U., this is the only college where UGC sponsored Biotechnology course is running.

Another dream of Dr. Singh was to open a B.Ed. College, so that students unable to go outside may get opportunity to avail this facility.

For the teaching of B.Ed. course, permission of N.C.T.E, the highest body in the teacher’s education, Ministry of HRD, Govt. of India is essential. All together 28 college from Bihar applied for the permission from N.C.T.E. Surprisingly enough, only Dr. Jagannath Mishra Mahavidyalaya was granted permission to start B.Ed by N.C.T.E., because only this college could fulfill the requisite criteria laid by N.C.T.E., thus this college is running B.Ed course from the session 2009-10.
